History

The Naval Facilities Engineering Command (NAVFAC) employs a single Design-Build (DB) Request for Proposal (RFP) format for all NAVFAC Components. The DB process and format were initially developed by the NAVFAC Design-Build Working Group (DBWG) comprised of representatives from all of the NAVFAC Divisions, the Engineering Innovation and Criteria Office (EICO), and NAVFAC Headquarters. NAVFAC DB processes have evolved as a collaborative effort of the NAVFAC Headquarters and the DBWG and are documented and available to NAVFAC in the Business Management System (BMS).

The documents on this site were a collaborative result from many NAVFAC Architects, Engineers, Technical Specialist from all NAVFAC Components and Architect, Engineers, and Technical Specialist from the professional community. The contributions of these dedicated professionals were organized and lead by NAVFAC Headquarters, NAVFAC Atlantic, and the DBWG. These documents have been tested by usage and received major revisions and continuous update in an effort to improve the NAVFAC DB tools.

The first NAVFAC DB Website was opened in December 2003 after several years of development. The original site served NAVFAC well for six years and was replaced by the current website which opened for use in July 2009. This website represents a new emphasis on providing our RFP editors advanced editing of Model RFPs. Each of these Model RFPs utilize the Standard Template as the foundational documents and are modified to correspond to specific building types. This Website opened with 9 Model RFPs and more will be added as NAVFAC workload demands.
