Unified Facilities Criteria (UFC)

Unified Facilities Criteria (UFC) provide planning, design, construction, sustainment, restoration, and modernization criteria, and apply to the Military Departments, the Defense Agencies, and the DoD Field Activities in accordance with USD(AT&L) Memorandum dated 29 May 2002. UFC are distributed only in electronic media and are effective upon issuance.

The United States Army Corps of Engineers (HQUSACE), Naval Facilities Engineering Command (NAVFAC), and Air Force Civil Engineer Support Agency (AFCESA) are responsible for administration of the UFC system. Points of contact and procedures for the development and maintenance UFC documents are prescribed in the latest edition of MIL-STD-3007.

The purpose of the UFC temporarily residing on this site is to outline the technical requirements for the more typical aspects of Architect/Engineer (A/E) contracts for the Naval Facilities Engineering Command. The information provided in these guides shall be utilized by A/E in the development of the plans, specifications, calculations, and Design-Build Request for Proposals (RFP) which shall serve as the minimum requirements. Project conditions may dictate the need for design that exceeds these minimum requirements.

This guidance applies to all Navy Engineering Field Divisions and Activities and their contractors which are preparing construction contract documents and specifications for all projects on military installations under the Naval Facilities Engineering Command. UFC are applicable to the traditional architectural services customary for Design-Bid-Build construction contracts and for Design-Build construction contracts.
