This eTraining introduces a five-phase process for implementing federal on-site renewable energy projects to meet agency goals. The course reviews current statutory and Executive Order renewable energy goals, introduces available procurement pathways, reviews best practices from successful federal projects, and provides up-to-date technical tools and resources to support project success.

The course discusses the fundamentals of renewable energy systems, including primary components, requirements, and best practices for utilizing renewable energy for electricity, heating, cooling, and other applications at Federal facilities.

Instructors

Rachel Shepherd, LEED AP, Federal Energy Management Program 

Rachel Shepherd, LEED AP, works within the technical services team as the renewable energy program lead for the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP). Prior to FEMP, Shepherd was a project engineer conducting energy audits and retro-commissioning studies for existing commercial and industrial facilities. She worked with building owners to identify and prioritize deployment of energy efficiency and renewable energyprojects.

Tracy (Logan) Niro, Renewable Energy Procurement Program Manager for the Federal Energy Management Program 

Tracy Niro is an energy technology program specialist for the Federal Energy Management Program (FEMP) at the U.S. Department of Energy (DOE). Tracy recently returned to FEMP after working as a renewable energy specialist in the Pacific Region Office of the Bureau of Ocean Energy Management. Tracy’s current responsibilities include leading three FEMP programs: utility energy service contracts, renewable energy procurement, and utility acquisitions for DOE. Tracy began her career in energy as a staff accountant at an investor-owned utility. She holds a Bachelor of Arts in Economics from the University of Nevada, Las Vegas, and a Juris Doctor from the University of San Diego School of Law.
