David is the director for VA’s Energy, Environment, and Fleet Program Service, whose purpose is to enhance VA’s mission through sustainable, efficient, and effective operations. He has deep understanding and experience in the challenges of improving efficiency in Federal facilities. Prior to working for VA, he was an ICBM combat crew commander and received his law degree with a focus on energy regulation. He lives in Pennsylvania with his wife and daughter.
