Ms. Kincaid is responsible for managing and facilitating requirements for the Defense Logistics Agency (DLA) Energy's Resilience Solutions, Energy Savings Performance Contracts, and Utility Energy Service Contracts purchase programs. Ms. Kincaid is currently supporting Department of Defense (DoD) facilities in meeting strategic resilient energy and energy efficiency goals through innovative solutions strengthening mission critical energy security. She is the recipient of two Presidential Awards for Leadership in Federal Energy Management for work accomplished directing energy improvement efforts on behalf of Federal Agencies. Ms. Kincaid is certified in contracting at Level III under the Defense Acquisition Workforce Improvement Act, holds an unlimited Contracting Officer's Warrant, is a member of the Defense Acquisition Corps and is a recipient of the Secretary of Defense Meritorious Civilian Service Award.
