NAVFAC Design-Build RFP Format  

The diagram below represents the NAVFAC Six-Part format. This is the basic format for all NAVFAC Request for Proposals (RFP) and provides a logical separation of the information needed to describe the requirements of a project. Care must be taken to divide the information into the appropriate location among the Six-Part Format. The following is a description of the information that applies to each RFP Part (click on a folder below to jump to additional information about that particular part):

RFP Part 1 – Proposal Forms and Documents

Part 1 includes the Proposal Forms and other submittal documents which are prepared by the NAVFAC Contracting Officer using the Standard Procurement System (SPS), sometimes called PDD. These documents include the legal clauses of the contract and inform the contractor on how to do business with NAVFAC.

RFP Part 2 – General Requirements

Part 2 includes the traditional "Division 01" documents that address the administrative, safety, design processes, construction processes, and project closeout instructions for the project. These documents inform the contractor on how to do business with the local Base where the project is located and the NAVFAC Component creating the project.

Part 2 of the RFP Package is prepared by the Specifications Engineer using standard UFGS and special design-build UFGS using SpecsIntact.

RFP Part 3 – Project Program

Part 3 provides the functional project requirements. This is the heart of the RFP and describes what the user of the facility needs and what NAVFAC wants to receive in the completed project. RFP Part 3 is divided into six chapters. RFP Part 3, Chapters 1-3 are in paragraph format describing design and site requirements; Chapters 4 and 5 are mostly tabular descriptions of the building and each room or space within the building; and Chapter 6 describes the engineering choices that are made by the RFP editor. Chapter 6 utilizes the Uniformat/ Workbreakdown Structure to allow systems descriptions of the facility and parallel the information structure and requirements of RFP Part 4.

RFP Part 4 – Performance Technical Specifications

Part 4 describes the performance and level of quality of the materials and systems of the facility. This RFP Part utilizes the Uniformat/ Workbreakdown Structure to allow systems performance requirements to be used. The RFP Editor must add materials and systems that are required for the facility but are not present in the DB template chosen but is not required to further edit this RFP Part. The Performance Technical Specifications used will depend on the Project requirements. Technical Team members edit the PTS guides for requirements within their design discipline.

Performance Technical Specifications

Part 4 of the RFP Package is prepared by the Project Technical Team. The Performance Technical Specifications used will depend on the Project requirements. Technical Team members edit the PTS guides for requirements within their design discipline.

RFP Part 5 – Prescriptive Specifications

Part 5 is a place holder for UFGS Specifications in the situation that a facility has a prescriptive requirement. This Part is used judiciously in a situation that a facility has specific Navy or Marine Corps requirements that are not routinely used in the commercial market.

PART 5

Prescriptive Specifications

Part 5 of the RFP Package is prepared by the Project Technical Team. Prescriptive specifications should only be used when performance specifications will not meet the particular project requirements.

Prescriptive specifications are prepared from UFGS's edited for the requirements of the project. RFP Part 6 – Attachments

Includes related information that supports the project, for example, surveys, studies, soils reports, environmental documentation, as-built drawings, existing conditions, forms, etc.

PART 6

Attachments

Part 6 of teh RFP Package is prepared by the Project Technical Team. The attachments used will depend on the project requirements but generally include the ones shown. Each Technical Team Member prepares attachments required for their discipline. Attachments may be in 8-1/2" x 11", 11" x 17" or D-size drawing format.
