This training is intended to provide an understanding of developing potential energy savings performance contracts (ESPCs) for the municipal, university, schools and hospitals (MUSH) market segments. It is applicable to owner's representatives and customer staff in developing the scope or breadth of the potential ESPC, including developing the request for proposals (RFP), reviewing submitted proposals and selecting the energy services company (ESCO). This training covers the steps involved in developing the potential project scope and RFP documentation, resources and information that may be needed in developing the RFP, considerations when evaluating and selecting an ESCO and the role and responsibility of the owner's representative during this process.

Learning Objectives
Upon completion of this course, attendees will be able to:
- Explain the process and steps in developing scope and request for proposal;
- Describe the owner's representative role in identifying owner's needs, objectives, scope of potential project;
- Identify information needed in developing scope and in the RFP;
- Identify constraints and resources needed to develop and evaluate the RFP; and
- Identify considerations when reviewing offeror's submissions for proposed savings, technical feasibility.
