There is an increasing interest in solar photovoltaics, battery energy storage systems, and geothermal heat pumps to help meet decarbonization and resilience goals. However, facility managers may not know that energy sales agreement (ESA) contracting can be an effective, efficient, and lower cost way to procure and install these projects. FEMP, national labs, and agency partners will discuss best practices and examples that attendees may be able to leverage at their own sites.

Douglas Gagne, MBA, Project Analyst, National Renewable Energy Laboratory  

Doug Gagne is a project analyst at the National Renewable Energy Laboratory (NREL). He currently provides early-stage federal project development support for renewable energy and resilience projects, including techno-economic analyses to identify what mix of generation technologies will most cost-effectively meet a site's power needs. He also supports early-stage resilience project development and brings extensive federal procurement expertise.

Chandra Shah,Senior Project Leader, National Renewable Energy Laboratory  

Chandra Shah is a senior project leader at the National Renewable Energy Laboratory (NREL). She has been supporting the Federal Energy Management Program (FEMP) since 1998--helping agencies purchase off-site renewable energy, implement distributed energy projects, and achieve energy/water goals through utility energy service contracts (UESC) and other utility partnerships. She is a CEM and holds an M.B.A. from the University of Washington and a B.S. in mechanical engineering from the University of Michigan.

Tom Sherman, Contracting Officer, Chief, Procurement Office /National Processing Center, Department of Commerce/ U.S. Census Bureau  

Thomas Sherman is a FAC-C DS Level III (unlimited warrant) Contracting Officer with the United States Census Bureau at the National Processing Center located in Jeffersonville, Indiana. Mr. Sherman has over 36 years of Federal Government acquisition experience ranging from micro purchase orders, up to multimillion-dollar contracts. He currently serves as the exclusive Contracting Officer (CO) for Energy Saving Performance Contracts (ESPC) for the Department of Commerce.

Tommy Armstrong, Engineering Technician, National Institute of Standards and Technology (NIST)  

Thomas Sherman is a FAC-C DS Level III (unlimited warrant) Contracting Officer with the United States Census Bureau at the National Processing Center located in Jeffersonville, Indiana. Mr. Sherman has over 38 years of Federal Government acquisition experience ranging from micro purchase orders, up to multimillion-dollar contracts. He currently serves as the Contracting Officer (CO) for Energy Saving Performance Contracts (ESPC) for the Department of Commerce.
