Energy Savings Performance Contract (ESPC) ENABLE is designed to permit a standardized and streamlined procurement process for small federal projects to install energy conservation measures (ECMs) in six months or less. Managers of the ENABLE procurement system from the General Services Administration (GSA) Multiple Award Schedule (MAS) SIN 334512 will discuss using the Schedule for ENABLE, including requirements and procedures for energy service companies (ESCOs), and how agencies can use the Schedule to procure projects. The GSA Schedule Contracting Officer will be available to answer questions from ESCOs and agencies.

Michael is the lead contracting officer for ESPC solutions at the General Services Administration (GSA). Before joining GSA in 2020, Michael worked with the Army Medical Command (MEDCOM) negotiating and administration for enterprise level DoD medical service contracts, crisis response, emergency medical procurements, and maintenance programs. During his brief two-year GSA career, Michael has risen to become the contractual subject matter expert for the Energy Savings Performance Contracts (ESPC) ENABLE program and is the focal point for GSA SIN 334512 that houses the ENABLE program. Michael holds an undergraduate degree in Aeronautics, and an MBA with emphasis in Project Management from Grantham University as well as a Six-Sigma Black Belt.

  • Identify the key benefits and requirements of ESPC ENABLE;
  • Describe the process for ESCOs to become eligible for ENABLE under the GSA Schedule;
  • Recall the GSA requirements under the Schedule MAS SIN 334512;
  • Indicate how agencies can use the schedule to undertake all procurement steps needed to implement an ENABLE project, including issuing the ENABLE project Notice of Opportunity (NOO), selecting the ESCO and issue the Notice of Intent to Award (NOITA), and awarding the project.
