Evaluation of the National Flood Insurance Program's Building Standards

This study is part of the larger NFIP Evaluation, a series of studies assessing questions identified and prioritized by a steering committee about the National Flood Insurance Program. A list of all of the NFIP Evaluation studies is at the front of this report. This study focuses on NFIP design and construction standards for new buildings in the Special Flood Hazard Area (SFHA). The purpose of this study is to evaluate those design and construction requirements, with particular emphasis on: 1) damages prevented or induced by strict adherence to those minimum requirements, and 2) the costs and benefits of modifying the minimum requirements to reduce building damages during flooding.
