Summary
Purpose. This document consolidates into one source the uniform criteria for the planning, design, solicitation, proposal evaluation, and construction of Tactical Equipment Maintenance Facilities. and associated support requirements. It also contains guidance on the use of negotiated, two-phase, design-build procedures for procurement of new and/or renovated facilities. It provides U.S. Army Corps of Engineers (USACE) Project Architects/Project Engineers (PA/PE), Project Managers (PM) and Major Army Command (MACOM) planners with a single source to guide the process of planning, developing, and executing projects utilizing competitively negotiated source selection processes.
