The purpose of this Public Works Technical Bulletin (PWTB) is to inform U.S. Army installation Land Managers on when they must take action to meet the water quality requirements of the U.S. Environmental Protection Agency's (USEPA's) Total Maximum Daily Load (TMDL) Program.
