The Federal Energy Management Program (FEMP) helps agencies improve facility operations, upgrade infrastructure, save taxpayer dollars, and reduce carbon emissions by offering training and partnership opportunities with their serving utilities. A utility energy service contract (UESC), ideal for any size project, is a limited-source agreement between a federal agency and serving utility for energy management and demand-reduction services. This introductory training provides an overview of UESCs, including advantages of performance contracts, federal requirements, and key contract considerations. The discussion also covers criteria for energy conservation measures and strategies for maximizing value to the government through energy savings and third-party financing.

Instructors

Jeff Gingrich, Project Manager, National Renewable Energy Laboratory  

Jeff Gingrich manages program and training development for the Federal Energy Management Program (FEMP) Utility Team at the National Renewable Energy Laboratory (NREL). He is an advisor in supporting development of utility energy service contract (UESC) projects and develops resources and curriculum for the internationally accredited UESC training courses for federal agencies and regulated utilities. In addition, Jeff supports a portfolio of projects at NREL that include energy savings performance contracts and Integrated Urban Services in the ASEAN region.

Deb Vasquez, Senior Program Leader, National Renewable Energy Laboratory  

Deb Vasquez is the National Renewable Energy Laboratory (NREL) technical lead for the Federal Energy Management Program's (FEMP) utility energy service contract team (UESC). She provides technical support, training, and resource development for federal government energy projects that leverage utility industry capabilities and private financing to improve federal government facilities infrastructure.

Russ Dominy, ESPC Instructor, BGS-LLC  

Russ Dominy is an experienced acquisition professional having served as the former acquisition director/chief of contracts office at NAVFAC Engineering and Expeditionary Warfare Center. Russ was the department head responsible for overall management of 50 employees, including 40 contracting personnel. Russ also has held positions as the supervisory contracting officer, procurement contracting officer (PCO), administrative contracting officer, contract specialist, acquisition manager, and contracting officer representative. Russ served as the PCO and source selection authority for all large contract actions including over $1B in ESPC contracts. Russ was responsible for Command Government Commercial purchase card consisting of more than $2 million in transactions annually.

  • Identify and explain the basis of the UESC authority as a tool for achieving energy and cost savings at federal facilities;
  • Recognize and define roles and responsibilities for utilities, agencies, and energy service companies (ESCOs) under a UESC;
  • Identify and describe the criteria for energy conservation measures and list common types;
  • Recognize key milestones in the UESC project implementation process; and
  • Utilize FEMP resources—tools, templates, training, and expertise—available for developing a UESC.
