SBIC has been a national leader in defining the concept of high-performance buildings for nearly thirty years. The concept evolved from an initial focus on building energy use to a broader focus on the full range of sustainable/green strategies. The Council is now moving to the next phase of this evolutionary process: going Beyond Green™ to create facilities that integrate an even more comprehensive range of design objectives into high-performing, 'whole' buildings. Such buildings, whether they are residential or commercial, privately or publicly owned, will favor sustainability as a prominent characteristic, but will also be architecturally stimulating, cost-effective, functional and operational, respectful of historic resources, safe and secure.
To support this vision, SBIC has both existing and emerging tools to make designing and delivering high-performance buildings a reality.
SBIC membership is open to trade associations, companies and interested individuals. Nonprofits, architects, engineers, builders, utilities, manufacturers, suppliers, university professors and students are all welcome!
In 1997, Naval Facilities Criteria Office was looking for ways to leverage the shrinking technical and financial resources they used to update hundreds of paper-based criteria documents. SBIC's members and staff helped conceptualize the Whole Building Design Guide website to help address this growing problem. The website became the first electronic portal to provide free access to government-wide, buildings-related criteria, guidance, and best practices.

- The Council, celebrating its 30th anniversary in 2010, is a 501 c (3) non-profit dedicated to advancing the design, energy performance, affordability and environmental soundness of America's built environment and advocate using an integrated 'whole building' approach.
