Navy 1391 Sustainable Design Cost Tool for LEED v2.2 (Excel 1 MB)
The primary use of this tool will be to identify sustainable features and their costs to achieve the requirements of the Energy Policy Act 2005, Executive Order 13423 (implements Federal Leadership in High Performance and Sustainable Buildings MOU), Energy Independence and Security Act 2007 and a minimum LEED Silver-level rating certified by USGBC, to include in the Budget Estimate Summary Sheet of DD Form 1391. The total cost of these items will be carried over to the EPAct2005/LEED Silver line item in Block 9 of DD Form 1391.

This tool while under revision is useable for the FY12 projects. The revisions to change from LEED v2.2 to LEED v3 have been completed. Additional data gaps for sustainable features and their costs will be added.

This tool is intended for Architects, Engineers & Project Managers for the development of Project scoping and funding documentation. It is to be used to help select appropriate Energy Conservation Measures (ECM's) which will enable the project to reach the Energy Goals of the Energy Policy Act 2005 (EPAct05), The Energy Independence and Security Act 2007 (EISA07), Executive Order (EO) 13423 and other DoD and Navy Policy.
