Executive Order 12777 implements the Oil Pollution Act of 1990 by outlining emergency response procedures for managing spills of oil and hazardous materials into the waters inside U.S. jurisdiction. EPA, the U.S. Coast Guard, and the Departments of Defense, Interior, Agriculture, Commerce, and Energy participate in contingency planning.
