Patrick McConnell, Program Analyst, U.S. General Services Administration (GSA) Read Bio
Patrick’s focus over a 27-year career with the U.S. General Services Administration (GSA) has been primarily on vehicle policy and management. He recently earned the National Property Management Association’s Certified Federal Fleet Manager designation. Patrick is a member of the team within GSA’s Office of Government-wide Policy that is responsible for developing regulations and guidance regarding how Federal agencies acquire, manage, operate, and dispose of motor vehicles. From promoting the use of alternative fuels to implementing vehicle allocation methodologies, Patrick has been involved in helping agencies improve fleet operations in many ways.
Upon completion of this workshop, attendees will:
- Policies and procedures for managing a federal motor vehicle fleet, including how to manage a mix of leased and owned vehicles;
- Risk management principles and how they apply to the federal fleets;
- Legal compliance and reporting requirements for owning, leasing, or renting motor vehicles in the federal government and;
- The Energy Independence and Security Act of 2007 requirements, including acquiring vehicles and alternative compliance methods.
