Energy savings performance contracts (ESPC) are long-term contracts, and over the years of a project's performance period, there will inevitably be changes (e.g. turnover in personnel, contract modifications, etc.) that could challenge the federal agency's ability to perform appropriate ESPC administration after the project is installed and accepted.
This webinar addresses the responsibilities of both agency contracting and technical personnel for administering an ESPC task order as well as the energy service company's (ESCO) responsibilities during the post-acceptance performance period. This webinar will also address the types of U.S. Department of Energy Federal Energy Mangement Program (FEMP) assistance available to agencies in managing their responsibilities.

Brandi Eng-Rohrbach is the FEMP program lead for ESPC project facilitation services and life of contract services. She has over five years of project management and consulting experience in the energy field. She previously analyzed facility energy issues and determined appropriate investment strategies for energy projects for the Navy. Prior to that she provided technical guidance, performed project review, and developed program implementation processes for a utility demand side management program for industrial and commercial clients. She holds a B.A. in Environmental Science from Oberlin College, a M.B.A. from California Polytechnic State University, and an M.S. in Civil Engineering from Carnegie Mellon University.
Thomas Hattery, Oak Ridge National Laboratory Read Bio
Thomas Hattery is a federal project executive (FPE). Thomas has been serving as an FPE for the Federal Energy Management Program since 2002. In this role he assists federal agencies with alternatively financed energy improvements through vehicles such as energy savings performance contracting and utility energy savings contracting. He covers the mid-Atlantic and northeast in the United States and all state department facilities world-wide.
Deborah Kephart, Allegheny Science & Technology Read Bio
Deborah Kephart is a retired federal contracting officer with over 25 years of acquisition experience, including over 13 years with Energy Savings Performance Contracts (ESPC). She previously worked at U.S. Department of Energy, Golden Colorado as Contracting Officer with responsibility for DOE's ESPC master contracts. Prior to that she was a contracting officer with Department of Navy responsible for award and administration of numerous energy contracts. Ms. Kephart also served as Auditor, Supervisory Auditor, and Financial Liaison Advisor with the Defense Contract Audit Agency proving audit, pricing and financial advisory services. She holds a B.S. in Accounting from CSUN and is a California CPA.
Bob Slattery, Oak Ridge National Laboratory Read Bio
Bob Slattery is a program manager providing technical support to the Federal Energy Management Program (FEMP). Bob conducts engineering and economic analysis for FEMP's energy saving performance contract (ESPC) and ESPC ENABLE programs in the implementation of energy and cost savings projects at federal facilities. As an engineer of 24 years, Bob's background also includes experience in the areas of advanced materials development, manufacturing and technology deployment. He holds a Bachelor's degree in mechanical engineering from Villanova University and a Master's degree in engineering and technology management from Santa Clara University.
